You were right. It was to do with these 3 lines in the project.properties -
maven.xdoclet.ejbdoclet.packageSubstitution.0=true
maven.xdoclet.ejbdoclet.packageSubstitution.0.packages=beans
maven.xdoclet.ejbdoclet.packageSubstitution.0.substituteWith=interfaces
I had commented out the last 2 by mistake.

Just a guess - are you processing a file that has no package? The tags
in the PackageHandler are used to insert the package sta tement in
generated files; if there is no package, I suspect it's not handling it
and hence the NPE.
