Not sure Xen on Debian working with Cloudstack or not. But I know Cloudstack 
doesn't support XCP on Ubuntu 12.04 dom0, which is what I am working on right 
now.

There are plenty depending on what you're looking for - openxenmanager and xen 
orchestra are both fairly straightforward web UIs, and openstack certainly 
would be a tool for managing hosts, pools, and VMs, although potentially 
overkill.  My main experience has been with Convirture, but it's not compatible 
with Xen 4 (yet).
