According to a page somewhere on the wiki, shouldn't the direct upgrade
from 1.1 to 1.6 work modyfing the xensource-inventory:
Upgrading from XCP 1.1 directly to XCP 1.6: This works, but you need to
add the keys PLATFORM_VERSION=1.1.0 and PLATFORM_NAME=XCP to your
/etc/xensource-inventory file before attempting the upgrade.

I have not yet tried a pool upgrade as our xcp 1.1 pool is in production
and I was waiting for the final version to do it...
