Seems like changes in https://review.openstack.org/#/c/15022/ detele this file, are you sure I still need it? As far as I understand, before this thange the quantum_ovs_agent was placed on Dom0 in /etc/xapi.d/plugins/ and worked from here. And with this change quantum_ovs_agent is moving to DomU and talks to Dom0 OVS with /etc/xapi.d/plugins/netwrap.
