FWIW I had the same issue, the pools that required it shows disabled indicating they could not be installed.
Initially it would not work at command line but I have a hunch it might be that I do not have DNS configured for the name resolution of the management interfaces in my local domain – perhaps that’s an issue. At command line the update applied fine.
