But I wanted to disable IPV4 at the VM level and from the hypervisor. Something 
similar to doing “netsh interface IPV4 uninstall” on the VM. But I want to 
carry out this operation through a XEN API or xe command

You can set ACL's of open vsitch and put some rules to 
/etc/xensource/scripts/vif to prevent any IPv4 traffic. Few month ago I post 
antispoofing patch here, and it can be pretty easily adopted for IPv4 banning.
