It's pretty easy for the hypervisor using Linaro's toolchain (which I use every day): http://wiki.xen.org/wiki/Xen_ARM_with_Virtualization_Extensions#Cross_Compiling Cross building the tools takes a bit more preparation and is enough faff that I wouldn't expect a non-arm contributor to do it.
