I'm a little confused, considering the "once we branched" still in context here.

To give the full story, the e-mail was written when staging had a commit moratorium for branching. However, we didn't branch and the commit moratorium was lifted. Because the patch is targeting Xen 4.11, then it is fine to commit now.
