Yes. This happens when introducing new features.

I believe a per-domain controllable value is to be preferred. Different
guests might have different jitter tolerance.

And even the tools side variant would (in theory) allow for injection
of a per-host value on the receiving side. Not sure whether this is a
good idea, though.

And knowing you are targeting a special customer you could still replace
the migration stream sending program to insert the jitter value.
