No body should be editing this file. Ideally it would be autogenerated
by autoconf, but as we define AC_CANONICAL_HOST the file is not
generated (see [1]).

I have updated the commit to include the upstream SHA where we are
getting the file from.

The current file is so old that it doesn't support new architectures
such as RISC-V.
