There's not really a queue: the shutdown is asynchronous. When the
domain is unpaused, it notices (via xenstore) that it's been asked to
shutdown and does so.

I think you really wanted :

xm shutdown -w

to wait for the shutdown to finish (and you would have noticed it never
did, as the domain was paused).

In general, there's little reason to pause a domain though
