Thanks for the information. Thinking creation os200805 failure is a
known issue, I tried to create a snv_89 PV guest with xm. The result
is still failure.

I googled and got some results. Seems this is a known issue. But I
didn't get any fix or workaround. Is there any way that I can install
a snv pv guest?
