Build 107 is sadly broken, but there's a simple fix. Edit
/usr/lib/xen/scripts/vbd-check and make line 44 or thereabouts read:
if [ "$DEV" = "$device" ]; then
That is, add the quotes.
In general, looking at /var/log/xen/xpvd-event.log will show you hotplug
failures
