I think you need to edit /etc/default/grub

GRUB_DEFAULT="Xen"
GRUB_CMDLINE_XEN="dom0_mem=1024M loglvl=all guest_loglvl=all"

Or whatever settings you need for your environment.
Then run: grub2-mkconfig -o /boot/grub2/grub.cfg

That should do it.
