testsuite: drop cyclic test

Now that testsuite/latency is based on plain POSIX services, the
legacy cyclic test - in its current implementation restricted to dual
kernel configurations - brings not much more than an illustration of
the clock_nanosleep() usage.

If more examples of how to run periodic timed loops are needed,
extending testsuite/latency would be a better option, to benefit from
the benchmarking helpers there (histogram plotting etc).
