They're exposed in SAX2, but not in SAX1. This question is about the SAX1
parser, so comments are not available. To get them, you have to install a
Xerces-specific handler.

Comments are exposed via LexicalHandler in SAX. Xerces-C++ 1.4 does
implement LexicalHandler.
