Brief answer: I'm on the DOM Working Group, and I wouldn't take the risk of
estimating a date for the Recommendation. Development is in progress.
Prototypes of selected portions of DOM3 are likely to start appearling long
before the REC does, of course. Note too that DOM3, like DOM2, is modular;
it is perfectly possible that different modules will have different release
dates, and which modules are supported by any one implementation is up to
that implementation.
