Yes, and the ICU transcoder works great with Xerces. I use
both of them on 5 different UNIX platforms, and it's amazingly
well behaved.

FYI - UCS-2 is a subset of UTF-16. If you use the ICU transcoder will
get
get support for just about any encoding you could ever want.
