Parser ErrorHandler behavior

What is the parser supposed to do if no ErrorHandler has been installed on
it by calling parser.setErrorHandler()? The API docs seem to suggest that
the parser will throw a SAXException instead but I'm not seeing this happen.
Is this correct?
