! To fully understand what is happening here you need to understand a bit more
! about ISAPI DLL's and the Borland classes.  The places where the
! XMLPlatformUtils::Initialize() and XMLPlatforUtils::Terminate() are being called
! are only called once in any given process just as the entry and exit points for
! the dll are only called once for any given load.  This class is only
! instantiated once for any given load of the dll.  The ISAPI dll will remain in
! memory until IIS is restarted or given commands to reload the dll.  So, it is
! not as simple as the Init and Term methods.  I think this problem needs looked
! at again.  I have already been through the one call per process for Init and
! Term.  Thanks for your help.  Wade.
