This is exactly the point. It is critical that we be able to check out
historical releases using tags. Although moving directories is
accepted CVS policy (to deal with the ugly fact CVS can't version
directories), it should only be used if you never EVER need to check
out previous versions using tags. 

We do, so end of discussion.

cvs remove ...
cvs add ...

Has the only drawbacks of:
* being tedious
* version history for files is split between two files

Both are pretty minor compared to the other option.

PS. And if anyone wants to help fix this CVS wart, you could always
send a check to the subversion project (subversion.tigris.org), to
which I have no affiliation except that I want their software,
yesterday...
