Yes, Xerces is based on the XML4C source code, but it is licensed via the Apache Software License which states, include the Apache copyright notice for xerces, don't call anything you produce 'Xerces' or claim that the ASF has anything to do with your product, and don't sue the ASF. Other than that there are no limitations. Build software, sell products, you can make your products Open Source or not as you see fit, and there are no royalty issues - it's all yours.
