The DOM specifications are available at http://www.w3.org/DOM. The XMLDecl node is _NOT_ part of the standard DOM Level 2 API. See discussion of this issue in http://www.w3.org/DOM/faq.html, and see the DOM Level 3 Working Draft for the currently proposed solution.
