In the Provreg WG (IETF) we use XML to specify a protocol, and one of my nagging concerns has to do with the transport of data encoded in Big5 or other 8 or 16 bit encodings not derived from any version of Unicode. The problem includes languages that don't have iso639 labels (and political jurisdictions that don't have iso3166 labels). I don't want the XML parser to choke on things like BJECree (an 8bit encoding) and "cree". So, I think the provisioning entities (in the EPP model) can simply exchange a list of what _they_ think are valid labels, and I can write the SAX check.
