Have you initialised the library? Something like
try
{
XMLPlatformUtils::Initialize();
}
catch(const XMLException &toCatch)
{
cerr << "Error during Xerces-c Initialization.\n"
<< " Exception message:"
<< StrX(toCatch.getMessage()) << endl;
return 1;
}
take a look at the samples.
