output umlaut with xerces-c 2_3_0

I'm successfully parsing an xml document with the header <?xml 
version="1.0" encoding="ISO-8859-1"?>
with xerces-c 2_3_0 and writing into a file. All my umlaut characters 
are output as "?", no exceptions are thrown, however. I also tried the 
SAX2Printer in the sample section, same thing. Is there a way to do this?
