XML processors are only required to support UTF-8 and UTF-16. Xerces-C
supports more encodings than that, but it does not support UTF-2.

What is UTF-2? According to http://www.unicode.org/glossary/index.html,
"There are seven character encoding schemes in Unicode: UTF-8, UTF-16,
UTF-16BE, UTF-16LE, UTF-32, UTF-32BE and UTF-32LE." It looks to me like
your file specifies an invalid encoding.
