I would ask that we just make sure that all the Windows compilers we'd like to 
support honour this API.  I'm worried particularly about cygwin here since 
that's my main development platform.  :)  As always, it would also be good to 
assure ourselves as best we can that this is performant as the functionality 
we're replacing.  

No offence to Borland users, but evidently this has been in our code for a long 
time; so I don't think we should rush in a fix.
