Xerces cannot open file whose name includes UTF8 characters

If the local code page can vary randomly, is there any way Xerces-C can 
transcode from and to it?  If not, the parser will have problems operating in 
such an enviornment.

Perhaps you can write a custom version of the Xalan that assumes everything is 
a local file, and write your own InputSource derivate that can open files whose 
names are randomly encoded strings.
