Anyhow, I tried using "DOMPrint -n -s" on a dummy XML pointing to that URL, and it worked (that is, I got a bunch of validation errors, meaning that the schema was loaded). Looking at the sources it looks that that error is thrown when the connect() API fails, unless you are on MacOS, where it is thrown when an unknown error is returned by URLOpen.
Which platform are you on? Which version of Xerces are you using?

Depends on which URL you use. The first one in the original message had "ww." instead of "www."
