[1] The link line order is incorrect on many platforms for ICU; for example,
putting -lmylib options prior to the -L options indicating where to find the
libraries.
[2] Incorrectly named ICU libraries
[3] Random additional space character or hyphen-minus characters;
e.g. "-licu data" or "-licu uc", or "-licu-uc"
