I don't see any inconsistency in the code: the data specified using either method (setExternalSchemaLocation and setExternalNoNamespaceSchemaLocation) is processed before the data inside the XML instance. If the XML instance points to additional schemas, they are loaded (and the only way to prevent this step is by plugging in a custom entity resolver).
