runConfigure does not recognize Intel v8.1 compiler "icpc"

Environment: Linus and possibley Windows, using Intel v8.1 compilers

Intel compilers, version 8.1 now calls the C++ compiler "icpc".
If you use that name with runConfigure, it fails to find the compiler
and proceeds to use gcc.
Please update the configuration for the next release to support this new
compiler.
