As a non-committer my vote probably doesn't have any meaning, but someone additional working on datatype validation sounds like a very good thing.
So a +1 for me with one condition (or strong suggestion), I'd really recommend that he read at least the database sections of the schema help files that I announced on xml-dev and other places yesterday. The help files has a substantially amount of commentary on datatypes and other issues that he (and others working on xml schema structures or datatypes) may find informative.
