This is just a warning that we are going to have to move up to ICU 1.4 for
the upcoming Xerces-C 1.1.0 release. This is going to require a couple of
internal changes in the ICU transcoder wrapper in the Xerces product. I
will have to make these changes soon.  I'll have to take a little time to
make sure everything still works, but I'll have to check this code in early
next week if not later today.

This is going to mean that, until a week or so later when the official
releases of both these products come along, those of you using the ICU will
be broken if you grab the new code and don't upgrade to the ICU 1.4
version. I'm not sure when ICU 1.4 will be publically available, so worst
case you might not want to get the latest repository code if you are using
any of the ICU services. If you aren't using a configuration which brings
in ICU, then you won't be affected by this.

One change will be that ICU will not need to be told anything anymore about
where its converter files are. So we will be getting rid of the requirement
that each platform support file find the location of its own DLL or Shared
library. This will make initialization easier and faster. So, once I've
checked in the code, the other platforms will be broken until this same
change is made in them. But, since its removal of code, it should happen
very quickly.
