I think the answer (not a nice once) follows from the general direction of my argument: In the absence of a base date 30D and 1M are incommensurate. That's a bit harsh, because it many contexts it's quite acceptable to say that 52W=1Y or that 13W=3M; in general, though, there is no definitive answer.
