Yep.  XML4C 2.3.1 on the IBM website has a bug, where the debug DLL's
accidentally got linked in.  Since source code and project files are
provided, you can recompile it yourself to fix this, or you can wait
until the next IBM binary release, which will fix the bug (I don't have
a date for when this will happen).  

This bug is already fixed in the Xerces-C build, which you can check out
from the xml.apache.org CVS repository. The next IBM release will also
integrate the ICU (International Classes for Unicode), which are not
part of the xml.apache.org source code base.  ICU is also Open Source,
but it's part of another open source community.
