I just checked in a couple changes that straighten out an EBCDIC code page issue that's been holding up the build. This required replacing the XMLIBM1047Transcoder.* files with XMLIBM1140Transcoder.* files. Everyone now has to update their build procedures on the other platforms, and the build might be broken for an hour or two.
