Translated messages for xerces aren't available yet, so there's no way to just specify a language and get the right messages.
However all of the underlying plumbing for support of translated messages is there, although the procedures for putting together the message catalogs is not well documented, and it hasn't been really exercised, since there aren't any translations yet. Do you have a set of translated messages that you want to build message catalogs for, or were you asking about the availability of pre-translated messages?
