I'm using JDK 1.3.1 but i didn't run into any such problem. The person who filed 
the bug got that error.

I looked into the code and figured out that it could be a problem of 
case-sensitivity because Java supports only the MIME-preferred IANA names (in 
most of the cases). Also, gb2312 is not a registered alias of GB2312 (as far as 
my knowledge goes). Please correct me if i'm wrong.
