Am I write that then an XML file with defined DTD in it is parsed into DOM then furter 
manipulations with document are not restricted by DTD or is it a BUG ???

Yes, you are right. DOM Level 2 does not provide any APIs for revalidating 
document in memory (that is what you are asking). For DOM Level 3 APIs we plan 
to support DOM revalidation (we will probably implement it next year)
