As I remember/understand:

After 2.0 was released Dave Megginson started looking for someone to take
over. It was discussed on XML-dev (SAX's original home) and many
possibilities were offered. OASIS was one. Ultimately sax.sourceforge.net
was chosen and Dave Brownell seemed to take the reins (though there are
others involved and Dave Megginson is still involved). Most of the
discussion moved over to the sax lists hosted on sourceforge. Development is
still happening over there just as it was on XML-dev-- there is just less
noise. Overall this seems to be a good direction...
