The rec is referencing ISO 8601 for the rules on the fields of a dateTime:

"See ISO 8601 Date and Time Formats (�D) for details about legal values in the
various fields."

and although ISO 8601 doesn't explicitely mention the issue in chapter 5.4 it
says that it's a "combination of date and time of the day" and chapter 5.3 (Time
of the day) has a full paragraph (5.3.2 Midnight) to explain that midnight can
be represented either by 00:00:00 (beginning of the day) or 24:00:00 (end of the
day).

Note 3 in 5.3.2 further explains that 2400 on 12 April 1985 is the same as 0000
on 13 April 1986.
