Where else did you expect the parser to find the xsd file? You said " md_test\\imsmd_rootv1p2p1.xsd", which is a relative path. The parser resolved it based on the current directory (which is on your local machine).
Note that "http://www.imsglobal.org/xsd/imsmd_rootv1p2p1"; is the expected target namespace of the schema document, not the base uri of the location.
