This looks like a DTD validation complaint. If you're using DTDs, you _MUST_ explicitly declare the namespace declaration attributes at the point where they'll be used, just like any other attribute. (Namespaces and DTDs simply do not play nicely together; consider switching from DTDs to XML Schemas or simply turning off validation entirely.)
