While I haven't tested this personally, it sounds strange that you would not see 
this error.  The document is declared as UTF-8 and as such a 0x96 byte is not 
legal in such a document (it would be in invalid UTF-8 multibyte sequence).  As 
such, I also do not see that the parser is doing anything wrong in reporting 
that fact.  SAX defines the parse() methods as throwing IOException for just 
such situations.
