I'm sure Xerces uses whatever your JVM does in response to a URL object containing a URI that starts with "file:".
(In general, file: URIs can't safely be used to access any othr machine, precisely because they DON'T specify a protocol. If you don't know exactly how they'll work in your environment, don't use them.
