Just in case anyone else runs into this: I just tried to check out Xerces from CVS and tried to do a "build clean & build jars", and got a whole bunch of complaints about "package org.apache.xerces.impl.xs.psvi does not exist".
Sure enough, the directory was missing. Had to follow the checkout with an update with "create missing directories" turned on before I got the rest of the files.
Weird. I thought "check out module" in WinCVS defaulted to downloading all subdirectories. Apparently not.
