Consensus? expected local name for non-namespace qualified elements

It's been pointed out that my last note was some what garbled, due to an editing goof (sorry!) -- let me try again, rephrasing the whole thing:

Do we have consensus that when namespace processing is turned on, a non-qualified element or attribute has the same value for both QName and Local Name?

If so: we've resolved the subject question; move to close debate.

If not: Could someone indicate where the remaining confusion lies? (I know I could benefit from some re-focusing of the question; I suspect that might help others as well.)
