xs:keyref within xs:key scope fails with NullPointerException. Inverse always 
validates.

Hello.  Please see my comments on bug 7315 for some additional info.  

I've marked this bug as fixed because I've cured the NPE.  But your basic 
problem--the fact that keys are required to be within the dynamic scope of the 
keyrefs which reference them--represents correct behaviour on Xerce's part.  
This hasn't made it into the list of formal schema errata yet, but for some 
discussion of the problem and the group's intentions, see 
http://www.w3.org/2001/05/xmlschema-rec-comments#pfiIdConstraint.  

Please either do a fresh Xerces build from CVS, or go to our mainpage and click 
on the link for nightly builds, to pick up the fix I've put in and see if it 
works.  Thanks!
